We're using Portfolio and have manually added Initiative type issues.
It all works fine from a Portfolio perspective.
However, only one user (me) sees the Child issues on an Initiative detail screen.
It is missing from all other users' views.
Can anyone point me to the setting/permission/whatever, please?
I just stumbled upon the exact same problem and decided to do a lightweight investigation.
To be able to see the section "Child issues" the user needs to be either a "Portfolio user" or a "Portfolio viewer". Even if the user is a "Portfolio administrator", he/she will not see the "Child issues" - he/she still needs to have either of the two permissions mentioned above.
Also, the "Portfolio restricted user" solely will not see the "Child issues", even though it's stated that he/she "Can perform the same tasks as a Portfolio user..."
In my case, I will probably make sure that every user is at least a "Portfolio viewer".
Note: This was tested with JIRA Server 8.3.1 and Portfolio 3.8.
