We have received a request from the customer to change the order of the header menu in Jira. Please refer to the attached screenshot for details.
Previously, Atlassian stated the following: "The feature to change the order of the Jira header menu is not currently supported in JIRA Software. Other users have requested this feature on https://jira.atlassian.com/browse/JRASERVER-59830, but it has not yet been implemented. Due to the low number of votes, this ticket is currently closed as 'Won't Fix.' The current workaround is to simply enlarge the window size."
Regarding this issue, however, many of our customers use small laptops, and many cannot easily change the screen resolution due to their age. Therefore, they strongly demand improvement.
We would like to ask for a sample script to change the order of the menu display. In particular, we would appreciate it if there is a way to move the menu item that ends up in "More" to a position where it is always displayed.

The idea of hiding items (especially those not OOTB) under More menu is actually a good one.. When having a lot of plugins (addons) it started to be a little "crowdy"..
As for sorting and modifying as you already noticed it is not possible in a native app. You would have to customize the view either using JS hacks or go for a existing marketplace add-on.
I am aware of one that do the job (https://marketplace.atlassian.com/apps/1216090/stagil-navigation-for-jira?hosting=datacenter&tab=overview) so if this is really important for you to change this view you should consider checking it.
