What should i do, to change Jira Cloud Owner, and maintenance currently data?

There is no "owner" of a Jira system. In licencing terms, the closest you can get is the technical and billing contacts for the licence named on it in my.atlassian.com, and I regularly say that the more useful concept of "owner" is "anyone who has administration rights" - your Jira system admins and Jira admins (on Cloud, you only have Jira admins).
But that's not necessarily the business owner - almost everywhere I've worked, the business owner hired me to be the admin. They arranged to pay the bill, and told me who could and should use it, but they didn't have administration rights themselves, because they didn't need or want to do the maintenance and setup of it.
There is no owner in jira cloud, this depends on permission accesses.
"Org Admin" has complete jira instance access.
