Cannot add a post function to a jira web workflow

When editing a workflow in the current jira web interface, I cannot edit a transition. I click on it and according to all instruction i find there should appear an "edit" link somewhere. Below is a screen dump of what I see. When clicking on rules I do not find any post-function possibilities. Whould really appreciate some help here. What am I doing wrong? I have admin rights.
