Is Jira Cloud capable of creating tickets via API?

I found some info but not sure if it's relevant. Where do I start?

1- Can we do that in the free plan ?

2- also I saw that in Atlassian Pricing plan that we can create incidents from API, only in the premium and Enterprise plan ! what is this about ?

hello

i have the same question like the last post:

a customer wants connect their ticket system via Rest API to our cloud environment

we actually have the "standard Plan license" is this possible within this product lisence?
