Yes, you can install Jira DC on your local server.

Atlassian has created a very detailed document on Installing Jira applications.

You can generate the trial license of Jira and it is valid for 30 days.

Generate trail license.

I believe for Jira DC, Atlassian start offering with 500 license minimum and which is annual basis.

But in term of Atlassian Cloud, Atlassian offers very flexibility in terms of license like you can pay on monthly basis or annually.

@Mayur Jadhav - you are spot on, no need to "believe".  The lowest level of DC licence is "up to 500 users", and needs to be renewed annually.
