Can I add a warning when delete some specified labels

I want to pop up a warning to inform user if he wants to remove the specified label, like security. 

When he add security to filed, no problem.

when he delete security in filed, pop up a warning, "Think twice before you delete security label." 

Is it possible ?

You can look at the ScriptRunner plugin.

Using Behaviours, you can add some Warning text when they remove the specified label. Or you can add the "Security" option every time they removed it and so on.
