I have Site Admin privileges. A Board Admin was set to a user who is no longer employed here. I used edit settings, General and filter to make myself an Administrator for the board, and also removed the former employee. When I view the Boards web page, the Admin is blank for the newly edited board. Other preexisting boards show me as Admin. When I select edit settings for the "blank board" I see my name under Administrators.
This was solved by Atlassian Support.

Are your tests revealing that the problems no longer happen in Jira Cloud? I haven't had time to test it myself.

I saw the same behavior when I replicated your steps.
Have you tried looking at the All Boards list in a different browser? Or clearing your current browser's cache?
If neither of those resolves the issue, I recommend that you reach out to Atlassian Support directly.
