Feature Fix version field should be auto-populated based on the high fix version from epics under a Feature
F1 [Feature should take 23.09 version]
E1 [Fix version 23.09]
E2 [Fix version 23.06]
E3 [Fix version 23.08]
And user is not allowed to put lowest fix version if they want to edit it later , but user can always put even higher version e.g. in the above case user can edit and put 23.10

Looks like you want to apply a conditional rule based on version and the Epic that is link. This can't be done out of the box. You'll need to an automation/scripting add-on to perform this task.
