Application links when not available to the internet

Is it possible to create an application link to an on prem Bitbucket instance which is not available on the internet?

@Kerry Alexander Welcome to the Atlassian community.

In order to connect the cloud to an on-prem service, it will need to be available to the cloud and in this case the internet since I do not know of any IP lists for Atlassian cloud.
