Problem: Using one outside Vendor for Development, and a separate outside Vendor doing QA (UAT style work).  Is there a way the QA Vendor can get access to the same Jira Boards used by the Development Team? There seems to be no insight to the work the UAT vendor is doing and no collaboration between two through Jira.

This sounds possible.
I would first create a group in User Management for the third party group for quick adding and removing of rights.

After that I would go to the board/s in question and at the top right of the board hit the settings cog and go to Board settings.

In General at the very bottom is Projects in board. This will show all projects that the team would need access to be able to use the board in question.

This access is depended on visibility that this third party company should be able to see. Use your best judgment.

Cheers!
