Advanced Road Maps: Initiative Hierarchy stuck at #2

I've followed the directions for creating/configuring initiatives into Advanced Road Maps but in my Issue Type Hierachy its still listing Initiatives as #2 even though I have it set above Epic which is still listed as #1. I'm unable to edit the # field and drag and dropping isn't making a difference. Is this expected or am I missing a step?

The number does not indicate the hierarchy level. The hierarchy level is determined by the position of the issue in the list. Refer to
