Admin cannot see Timesheet Dashboards even when open to all jira users

I have dashboards with timesheet gadgets - my manager who is also an admin cannot see any of these type dashboards.   The dashboards are open to all jira users/ no limits and if log in as others can see the dashboards.

Removed his admin access and logged in as him; I can see the dashboards so apparently a browser issue for him.
