We think this has only recently started happening so unsure if it is a configuration issue or a bug within JIRA. When we click the close issue button the close modal screen pops up. When we add a comment to this form and save (close) the issue the comment does not appear on the list of comments on the issue. It seems that the comments does not get saved.
If this is the case, as I know you cannot add comments to closed issues, then should the comment box be removed from this pop-up close issue form.
Any confirmation that this is config or a bug then that would be great. JIRA version number is 6.4-OD-07-004 (we are on the cloud version of JIRA).

If you do not have permission, the comment field should not appear. That looks like a bug to me.
