So why don't you gather these info right when the issue is assigned (or transitioned to the next status)? You could in practice create a transition screen with all your fields and make them all mandatory via workflows validators.

There are over 30 questions to be answered to pick the correct assignee. Some of these questions require a paragraph long answers, justifications , diagrams etc.

Oh, I see. Then perhaps this app could do the trick. If it were only text and no diagram, I would propose to use Jira's native functionalities. Use this app (as a trial for 30 days) and search for more on the marketplace. Maybe you'll find another better, or a free one!
