We are developing an app for a customer to have different create screen. As part of this initiative customer wants to disable/hide "Default create button.
Is there way to do the same? Any API Call or something.
Like @John Funk mentioned you can achieve this through permission simply you need to revoke create issue permission for the user then they wont be able to see the Create Issue Button.

No, you can't do that directly, but you can control who can Create Issues on a project using the Permission Scheme. If the user cannot create issues or does not have the Browse Projects permission, they will not see the value for the Project in the Create screen.

Pretty positive that you will not be able to do that in the Cloud version.
