i am trying to assign issue to a user using a library but it gives me this error Failed to assign issue. Issue DEV-7 does not exist or you do not have permission to see it.

Welcome to the community @RimshaAshfaq 

You can use the Permission helper when you go to the Settings > System. This will give you more insight on which exact permission you don't have for this issue. Based on what you have written, the error message is precise where either the issue was indeed deleted or you don't have the permission to Assign issues to other users.  

Let me know what Permission helper did say.

Thanks alot for you response. but issue is exist ans user also exist in jira instance and i gave all permissions to admin and group and any logged in user.

Check Browse permission issue,Assign issue permissions and assignable issue permissions
