I want the incoming ticket to be sent as a message in Microsoft Teams to the person I assigned it to.
How can I achieve this?

You can do this with Automation. Just create a new rule and select 'Issue assigned' as the trigger. Followed by the action 'Send Microsoft Teams message'.
It will look like this:
Then select the Send MS Teams message action, there you can follow the provided instructions to setup Teams correctly.
Good to know, your organization needs to facilitate the Teams part. (In my case our IT department does not allow connection to Teams ☹️).

You can use Advanced Microsoft Teams Jira Connector for this.
The Assignee needs to create a configuration to get personal notifications when an issue is assigned.
