Can you confirm that when you mention "Agents" that they are all given an agent license of JSM?
Can you send a screenshot of what your agents see in the project UI?
Lastly, if you are the site/Jira admin, please make sure that your agents are in the role/group called out in the System >> Global permissions "Share dashboards and filters" setup.
