How to set issue to be visible to all login user?

Need to set default visibility of a request/issue type, so that everyone already login can read it. Already tried steps in https://support.atlassian.com/jira-service-management-cloud/docs/give-jira-users-permission-to-view-service-project-issues/

But on steps 5 can't find option for Any logged in user.


note: a company managed project, service project

The option won't be offered if it is already enabled.  Could that be the problem?  (Note that Jira's default permissions often default to "any logged in user", so it might have been added already, without you doing anything)

user outside of my team still couldn't view issues created,
had to share it to each user who wants to view it.

already set "browse project" permission to "any logged in user"
