@Ravindra Parihar For Jira Service Management, the licensing is as follows:

Free Plan: 1-3 Agents

Paid Plans: Standard

                    Premium

                    Enterprise

If you need more than 3 agents (people who actively work JSM tickets), or need more functionality, you should look at one of the paid plans.
