After the upgrade, we cant reply to customer, only Add internal note under a ticket,
We have Jira Management Cloud Standard, and we have checked the permissions (Admin) but still no luck.
Can somebody help me?

What "upgrade" did you do in Cloud? Or did you mean migration? If migration, then maybe the user account for the customer did not get migrated correctly.
