User provisioning. Not finding the option in directory

Hey, 

We are setting up the Jira Service Desk project, and on the process to implement SAML from Azure ad.

As a org and site admin, I cannot find Directory > User provisioning. I have searched all over the JIRA site. Where can I find Directory >User provisioning. ?

You assistance would be appreciated.
