The only information regarding attributes seems to be https://support.atlassian.com/jira-service-management-cloud/docs/create-an-attribute/

Whats the requirement for have a user in a "User" attibute - is a license needed?

My customer has a lot off Service Desk Customers (unlicensed) - that we would like to store Assets for (laptops etc). But the Service Desk Customers seems not to be available in the "Users" field.

How I understand it, Users are just people that have registered an account with Atlassian or Jira specifically. If they register through the customer portal it'll be a portal-only user which is a bit different.
