I have recently bumped into an issue where I couldn't mention other users in the comment in one of the projects I built through Jira Service Management although everyone has access to Jira software. In short, i can mention another user in Project 1, but not in Project 2.
Any reason why this is happening?

Have you tried checking the permissions and restrictions for the two projects? I would recommend checking the settings for the projects, to make sure they are identical.
