There is not enough information here for us to be able to help you, but it does sound like you might have landed in the wrong place. I think you need help with billing and paying for your subscription, as something has gone wrong with your payment methods, and the computers have hence disabled your systems (we cannot blame the computer that says "no payment, so suspend the account", but we can point at the computer that gets the payment stuff wrong)
We are a community of people here to talk about Atlassian, but we're (almost entirely) not Atlassians. We have no access to billing and payment systems.
Have you raised this with https://support.atlassian.com/contact ? Following the "billing" option first?
