You should be able to create team managed project in a free plan, right out of the box. https://support.atlassian.com/jira-software-cloud/docs/create-edit-and-delete-team-managed-projects/

i mean exactly business team-managed project

You can choose the type of project from the advance setting when creating a project. You will not see a "Business project" as you suggest since Jira Work Management and Jira Software are now plain Jira.
