Is it possible to display an "Organization" field (Team-HR) in the JSM portal to see all tickets created by employees?
And can this be done without adding users as ticket request participants?
I was hoping that the Organization field would be listed in the portal.
That way, only the HR organization would be able to see all tickets created by its members.
In addition, a manager might want to see how many tickets their department has created.

Ootb there is no option to show additional fields on a JSM Portal.

Create a Team, add all HR members.
Set the Team field as with preset value on HR requests made on the portal.
Then you could search on all issues where team = HR
