We are planning to use Jira system for other departments such as HR, however, the team deals with confidential information (salary info, employee personal info, etc.), our IT is having a dilemma of how the security permissions should be setup so that the IT team would not be able to access sensitive data while supporting workflows, automation, forms, and etc. in Jira. Your recommendations would be greatly appreciated. Thank you.

You can do this using issue security and only allow HR to see the requests and still allow IT to administrate the back end. Have a look at Configure issue security schemes for more information.
