Hi Mike,

Wouldn't Exalate just keep the two tools in sync, and only new issues matching specific criteria after creation?

If it can do the migration I'd really like to know more.

Good shout, it's a sync tool but you could set it as a one-way-sync to JSM then kill off ServiceNow when you're ready.

Getint.io claim to do migrations but don't outline an example from ServiceNow to Jira, although their app does sync between the two so it could be worth catching up with the developers there?

Exalate is indeed an integration solution and NOT a migration tool.
Check the document Using Exalate for migration purposes  for more details and caveats.

Note however -  In many cases a big bang approach is not possible due to organisational constraints.

In this case, companies are using Exalate for live migration cases, where the bulk migration is being performed by a migration tool, and then exalate for the duration that teams need to switch between the two systems.
