Can you tell me why the customer users cannot edit/delete comments which was created via portal if the Service Project Customer - Portal Access project role is under "Delete Own comments" and "Edit own comments" ?

Based on this ticket - https://jira.atlassian.com/browse/JSDCLOUD-614. It looks that this is not possible for now, but maybe someone from Atlassian Team can confirm this.

Welcome to the community.
Most of the permissions in the permission scheme do't apply to customers.
Edit/Delete comment or attachment don't apply to them for instance.
