Resource entry for non Service Desk team users (permissions thing?)

Our Service Desk screen have a resources field as user picker (multiple users). The project managers should be select an user account in this resources field.

If they create a ticket via Jira Softwarem, they can search for users and select them, but not via Jira Service Desk.

The projects managers and most of the employees are not members of the role Service Desk Team at this project. All of them are members of the roles Service Desk Customer, Users and Workers.

My question is: It is possible that Service Desk Customer can select a resources, if true what permissions needed for that?

@Marvin Wilke, it's common to think you need the Browse users' global permission. Still, in this case, if you want them to select users in a user picker field through the portal/forms, you need to set your customer permissions, under Who customers can share with to Any customer or organization, by searching in this project.
