Request Participant not working for some users
It stopped working for some users, we have tested this by sending email from OWA but no luck

Welcome to the community. I am assuming that you are stating users (in the CC'ed from the email) is no longer being added as "requested participants" when the issue is created via email?
Please advise if I understood your ask correctly?

Yes , but it affects some users only , this has been repeated / tried on Outlook on Web but no luck

Can you check to see if users (problem ones) included in the CC'ed part of the email got his/her account created against your Site?
