Public comments are not sent as email

Emails sent via public comment do not include the content of the comment. Instead there are 5 dots like this:
[.....]
Also if i check the mail template, the variable for this exact content is somehow disabled.
(The pop up says "In email contents disabled")
I have no idea how that came to be or where to konfigure this. This is a problem for all our Jira Service Management projects, not just one.
