Project name is not an issue except what Kristjan mentioned. The project key is the unique object for each project. So, if you update the project key, then all the existing issues of the project will all be updated automatically. Any existing direct URL link to those issues with the original project key will automatically take to you the same issues where the key reflecting the latest change.
As always, we always ask the project team to update any existing board/filter query to incorporate the changes done as needed.

Changing only the name (not the key) will not impact the ticket numbers. However, if someone is using the name of the project in a saved JQL filter, then that filter will break. I.e. using:
Project = "Alpha is first"
But if they are using the key (say the above project's key is AIF) in saved filters, then that will not break. I.e. using:
Project = AIF

Unfortunately, there is no tool for what you are asking for based on my knowledge.
This is why in our env, we contact the project team to ask them to make the necessary changes as needed to incorporate the updates.

As an Admin, if you search on all Jira Filters that contain the 'Project Name' in the filter name/description, does this also apply to checking the query?
