Please share the Prerequisites & Feature List for the Out-of-the-box Service Request Management.

How can we get the Sandbox/Test instance access in JIRA, kindly share the steps for POC.

JSM doesn't exist of modules, but pf plans Free, Standard, Premium or Enterprise.

It's not built like ServiceNow where you but ITLI related modules.

You can start with JSM on Cloud anytime, just setup the instance online, this is free plan, so options are limited.
