In Jira Cloud, the notification rules an enabled. I was able to send/receive a Test email as well, but when I create an issue, I do not receive the notification on email.

Have you checked your personal settings?
Also check your Notification option (which by default should have a notification type of "An issue is created" added recipients Reporter):
