Jira service management permission issue

For my JSM project I have allowed any logged in user with browse and assignable user permission, I am able to tag anyone using Jira in our organization with these permission but am not able assign tickets to any other user apart from the administrators and service desk team, even though any logged in user is granted the assignable user permission, what changes do I need to make in order to make issues assignable to any user using jira in our organization?

In this case you will need grant a User (agent) product role to all the users if you want them to work on the issues.
