Use case - When employees in our org requests access to Jira Software, they are also provisioned with Jira Work Management.
Question - Does Jira Software needs JWM as a dependency to work? Or can I separate them both so that end-users can request access on individual products?
I'm concerned that Jira Software users are also taking up JWM licenses.

No, there is no dependency there - you just get both right now. There are no separate licenses right now. A year from now there will be a separate subscription for Jira Work Management apart from Jira Software.
You still handle access to any of your projects based on the Permission Scheme for the project.
