We use the Jira Cloud for Outlook plugin. These pluging is only usable for agents (Licensed users). Is there an option to use the plugin or another plugin for portal users (unlicensed users) as well?

as you're open to work with another plugin, I'd recommend Microsoft 365 for Jira on the Atlassian Marketplace.
Portal users can raise and track requests directly within Microsoft Teams and Outlook through the integrated customer portal feature.

Currently, this plugin is designed for licensed users (agents). For portal users (unlicensed users), you will need to raise a ticket on the plugin’s support site to check if there is any alternative solution or option available.
