If the 500 users are already in your org user list (e.g. via SCIM or imported or just already exist overtime), then you can add all 500 users to a single group and grant that group the Confluence Guest role. Adding 500 users to a single group will take some time, there is no bulk way to do it (unless you've sync'd them via SCIM, in which case you could bulk add them to a group via your IdP)
If the 500 users are NOT already in your org user list, then @BHUSHAN PATIL's option of manually inviting 10 at a time is your best option. I've had to do this in the past, and the easiest way is to use Excel to help you group 10 emails into one cell (e.g. "user1@acme.com, user2@acme.com, user3@acme.com..." etc) then just copy that cell contents into the invite screen. You'll have to do this 50 times to get all 500 users invited, but it's better than copying and pasting 500 emails into the invite box 💀
