Is it possible to set a locked field to Required in JSM?

We use the Organizations field in JSM and we'd like for this to be a required field when we create tickets within JSM (not through the portal). However, it is a locked field.

Is there any way to set this to required on the Create Issue screen for the screen scheme I'm using for my JSM project? 

Although I'm thinking this might be locked because of the Share with functionality on the JSM portal forms, and if the user chooses to not share their request/ticket with their organization, then the "required field" validation may result to an error.
