Is it possible to create a link between two issues based off a Jira comment?

For example, if I commented "This story depends on TEST-123", I would like to add a link between the ticket with the comment and it's dependency. 

In the image below, I'm checking if the most recent comment contains "depends on" or "blocked by" as well as an issue key.

If both conditions are true, I want to create a link.

What I'm struggling with is creating a smart value to create a link to between both stories.
