Is it possible to change "What can we help you with?" text on service desk portal?

Hi there! 
I saw this problem in 2018, but maybe now something has changed now?

I want to change the text of a phrase "What can we help you with?" is it possible?) By regular opportunity, without paid plugins)
And since you are already here, how do you think is it real to make group in the group on a portal?

It is not possible to change that text, unfortunately. A Marketplace app can help you do that just in case, https://marketplace.atlassian.com/apps/1218481/refined-for-jira-cloud?tab=overview&hosting=cloud.

There is a related suggestion open with Atlassian, https://jira.atlassian.com/browse/JSDCLOUD-9106. You may consider commenting on that. 

And groups within groups is not possible either in Jira Service Management customer portal, if that is what you are looking for.

Scroll Viewport is another app (I suspect these are the originators of the tech behind Service Desk), although I haven't tested it out myself.  Unfortunately, it's not free, but if you want full customization, I suspect this is a good option:
