In customer notification comment added to the ticket by service desk agent is showing hidden to the customer.

Any Suggestion what may be the reason ?

If you are the admin can you check Compliance settings...

[yoursite].atlassian.net/jira/settings/products/jira-service-management-compliance

replace [yoursite]
