Welcome to the community!

You will have to use an automation from a specific Jira Project. Once you decided on the project, create the following automation;

Trigger: Scheduled and determine when you want to send a notification

Action: Send email and add the corresponding recipients and content of the CAB meeting (video tutorial: https://youtu.be/ccWTIgdnQqE?si=547dvWqKoZMef4kb)

The other use case where this would be ideal is when a change ticket is in "Pending CAB approval" and then you trigger the invitation to the requestor of the ticket.  In this scenario you would add a JQL condition on the Trigger that says tickets must be in "Pending CAB approval".
