Welcome to the Community!

Who gets to use a portal is entirely down to who you let into it - for external clients, you just need to set the permissions so that external clients can use it as customers.  The (internal) agents for it will be able to see the portal too (it's hard for them to do their job without it, but their role also implies they need to see it).  For your internal users, just don't give them any access to the project.
