I do have scenario to create a service Project with the requirements. Need help with suggestions

I have to create a service project in Jira cloud. These are the requirements how can we do that ? 

Types of Requests 

1.1 Incident 

1.2 Service Request 

1.3 Change Request Category 

• Minor Change 
• Major Change 
• Emergency Change 
• New application Development /Implementation 
• OEM Managed applications 

1.4 Change Request Type 

• Enhancement  
•  Bug 
• Bulk Data Migrations 
• Patch updates 

Every Change request type can be any category :

•  Minor change can be Bug, Enhancements.
• Major change can be Patch updates or Bug.
• Emergency change can be Patch updates or Bug or Enhancements.

Each Change Request Category follows a different workflow , approvals at each and every specific stage.

Please suggest me ; What type of requests I can set up as Issuetypes and request types.
