Hi There,
there a way to setup Jira to allow registered customer to open ticket only by portal, that they could reply also by mail but first submission must be done via portal form in order to compile mandatory fields ?

welcome to the Atlassian community!
You can do that through the permission scheme in your JSM project. Please setup create issues permission so that just customer via portal can raise a new request. All mandatory fields can be setup in request types section at project administration screen.
