Is there a way to setup a roadmap for Jira Service Management? I found the roadmap and timeline for Jira Work Management. We have Jira premium licenses for Jira Service Management.
Just tried to add the Board, but also there, is no possibility to add a roadmap?
What is the rationale behind a roadmap for Jira Service Management issue (types)?
Is it to plan Changes/RFCs and possible Service Requests?
Because Incidents and Problems are unplanned work.

You might try creating a Jira Software board outside of the board creation process in JSM. Then you might be able to have a Timeline there. Here is an article that will help guide you.

By default in Jira Service Management, there are no roadmaps in here. I've also looked into the app called "Roadmap & Idea Portal for Jira Service Management" which requires you to have an account with them.
You can try settings this application, make sure that your roadmap is set to be private:
